More Options and Greater Flexibility for Main Street 

Codify the 2019 ICHRA Rule 

  • The Individual Coverage Health Reimbursement Arrangement (ICHRA) rule created by the IRS in 2019 has become a valuable alternative option for small businesses to turn to when facing significant increases to their traditional health insurance plan.
  • Under an ICHRA, an employer would set aside money for employees to shop for plans on the individual market. 
  • This creates a win-win scenario for both the employer and the employee. The employer can remain within budget and still offer health benefits, while the employee will have many more health coverage products to choose from.
  • Rep. Kevin Hern and Sen. Tim Sheehy have introduced the CHOICE Act (H.R. 5463/S. 2875), which codifies this rule to permanently enact ICHRAs. 

Expand Access and Use of HSAs 

  • Health Savings Accounts (HSAs) are a tool where individuals can contribute money to a tax-free savings account for future medical expenses.
  • While the One, Big, Beautiful Bill Act provided some expansion for HSAs, several key policies were left out. These include reforms such as allowing an HSA to cover insurance premiums and to pay for alternative care methods. 
  • Another issue with HSAs is that only those with high-deductible health plans can enroll in one. By decoupling HSAs from HDHPs, more individuals will be able to save now for costly medical expenses in the future.
  • Rep. Burlison has introduced the Great American Health Plan (H.R. 8324), which seeks to make these reforms to HSAs.
